Infection Control and Prevention: Your Duties and the Law
There are a number of personal and premise-level regulations and laws governing infection control and prevention standards that must be in place.
The Care Quality Commission regulates dental practices. They enforce the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. Regulation 12 is an overarching duty to provide care “in a safe way for service users” including “assessing the risk of, and preventing, detecting and controlling the spread of, infections, including those that are health care associated”.
The Health Technical Memorandum 01-05 (HTM 01-05) “Decontamination in primary care dental practices” must also be complied with. This 17-chapter document is a comprehensive set of standards for dental practices. It covers areas like reprocessing instruments and what equipment, should be used; how it should be used and the associated records and logs that need to be maintained.
Healthcare environments are, of course, also covered by The Health and Safety at Work Act to ensure the protection of all staff.
The GDC mandates a series of CPD goals for all registered dental professionals (including dental nurses, technicians, therapists, hygienists, orthodontic therapist and clinical dental technician). Failing to complete this training can lead to the loss of registration and the right to practice or work in the UK.
“Maintenance and development of knowledge and skill within your field of practice,” is Outcome C of the GDC’s Enhanced CPD Requirements. This outcome includes cross infection control training. The GDC says that all dental professionals should complete at least five hours of disinfection and decontamination training in each five-year CPD cycle.
